Appearance

Appears to be a gentleman in his late 50s. Pale. Sort of got a mad scientist thing going on with the hair. Hugely intimidating eyebrows. Resting grump face. Always, always wearing a dark Crombie-style coat over several layers of clothes, whatever the weather.

Personality

Bit cantankerous old curmudgeon, bit cool granddad, bit professor, bit punk rocker, 100% eccentric alien whackadoodle clearly not of this Earth. Wears sunglasses at night. Professional banterer. Tired, jaded, pragmatic, yet terminally compassionate. Very silly, sometimes.
Actually has approximately no chill whatsoever.

Pocket Randomizer (MoM-exclusive)

The Doctor can pull randomly generated items out of his pockets. He has no control whatsoever over what he creates, which could be anything from inanimate objects to small, non-sentient animals. If he tries to abuse the power or cheat the system by pulling items out of his pockets continuously in the hopes of generating something specific, he'll find that for the rest of the day he'll be unable to produce anything but pears, which he hates.
